Just checking the dev known issues list, it seems like a good bet to wait for the fixes for those issues because they actually detract from the game significantly, and not just with the game graphics. This worked for me, and the other graphical settings work as they should also (it seems those worked already for me, including FOV which I just tested). Open the local files from steam, open COTS exe properties>compatibility tab>change high DPI settings>check the "override high DPI scaling behavior" and set it to "application controlled". The game scales it's resolution based on your DPI scaling in windows.
